Stan Meyer's VIC matrix, memo WFC 426, in his own 1987 pencil. A 12-volt pulse is stepped up to thousands of volts; a blocking diode lets charge into the water cell and not back. Each side of the cell has a resonant charging choke wound in stainless wire, over 11,000 ohms: a huge series impedance, so the current stays tiny. Stan drew the parasitics in, the capacitance between the turns (Cd1, Cd2). Inductance plus that capacitance is an LC ladder, which in pulsed power is a pulse-forming network. Charge a capacitor through a choke and a diode and it rings up to twice the drive voltage, then the diode holds it: that is how radar modulators charged their networks, with parts of the same names. The cell is the capacitor; each pulse adds a step and the water leaks some back. How much gas each step buys is the number to measure.
About the voices. The narrator is NeuralStan, an AI voice the archive uses for its made films. Where you hear Stan Meyer, it is Stan: every word of his is cut from an original recording, and nothing he says was synthesised.
