Inert water vapor exhaust gas (e.g., from valve 5 in Figure 2) and ambient air are used as diluents to reduce hydrogen burn rate; excess oxygen from ambient air ensures complete combustion but may need to be offset by using more exhaust gas to limit NOx production.
