Fuel gas mixing ratio is fixed at 2H:1O plus 17-19% ambient air

Since water is the gas mixing regulator, the fuel gas ratio is composed of 2 hydrogen atoms to 1 oxygen atom plus 17% to 19% per part of ambient air gases, and this ratio remains the same regardless of the gas rate of the Fuel Cell.
