Philippe … please see attached McJunkin Civil Engineering proposed schedule of estimates of costs/events pertaining to preparing the necessary WFC documents to be presented to the Grove City (GC) Development Department and attending council meeting, as per WFC Site Plan approval … Exhibit B Mode B deals with submitting said WFC paperwork on Oct. 28, 1997 for GC council meeting on the 11th of November 1997 … at an estimated cost of US$ 21,000 which is immediately required to start the survey crew (Core Samples) for land acquisition and site development. GC Development Department looks at the WFC Heat Resonator Test Site as an permanent structure … thus requiring utilities services to be placed on the land … thereby supporting the infrastructure of the second WFC-EI test-building for the proposed April 98 construction time-frame. McJunkin Fast-Track scheduling means a one time appearances before the GC Council at a lesser estimate of cost than attempting to submit two separate plans at two different periods of time … thus, ensuring the full go ahead on developing the WFC Land Site for our intended purpose without costly delays. Please advise, accordingly.

What it shows

The factory was real enough to be going before a council. Five months before he died, Meyer was paying a civil engineering firm to schedule the paperwork for a site plan, with core samples to be drilled, utilities to be run and construction to start in April 1998. The twenty-one thousand dollars is wanted immediately, and the fax is marked URGENT DELIVERY REQUEST. Grove City’s development department had already made a ruling that mattered: it treated the Heat Resonator test site as a permanent structure, which is what forced the utilities onto the land and pulled the second test building into the same application.

The archive has heard this from the other side. On the Grove City Connect thread, Chuck Eric said “most people don’t realize that he was in the middle of opening a factory”, and Jack Rowe said “I did all those buildings for NMG Enterprises” (the people who knew Stan). This is the paperwork under that memory.

Three things in it join up with records elsewhere in the archive. The Heat Resonator test site is the mark he had applied to register on 13 June 1997, four months before this fax; the application was abandoned on 12 June 1998, three months after his death, and it is one of nine marks he let lapse. The Development Center is the thing the Investment Portfolio drew and numbered — the forty-one facilities of the proposed International Product Development Center — here reduced to a land parcel, a survey crew and a council date. And the man it is addressed to is one of the two Belgians who sat at the Cracker Barrel table on 20 March 1998 (the day Stan died).

The letterhead at the foot carries the Broadway address, telephone and fax that also appear on the binder label of WFC 422-1DA and in the bibliography of a Russian paper of 2021.

Eight pages are missing. The fax announces nine including the cover, and the cover is what the estate photographed; the McJunkin schedule of estimates it transmits is not held.
