Steven Greer and The Orion Project

Steven M. Greer, MD is an emergency physician who left medicine for advocacy, founded the Disclosure Project, and in 2008 founded The Orion Project at Charlottesville, Virginia, to fund and protect what he calls breakthrough energy technologies. He is not a figure in Meyer's life — they never met, and Greer's involvement begins eleven years after Meyer's death. He matters to this archive for two reasons: he is the reason Meyer's name reached a sitting president's desk, and he is said to have been at the estate when it was sold.
The briefing
On 19 October 2009, Greer and Theodore C. Loder III PhD issued Summary of Breakthrough Energy Technologies, twenty-seven pages prepared for “The President of the United States and Members of the US Congress”. It opens with a memorandum to President Obama asking for investigation, funding, and two executive orders. It surveys twelve categories of technology, prices a development programme, and appends four papers.
Meyer appears twice in it, and is cited three times.
Section 4.5, on water-enhanced combustion, sets out the ordinary objection first — that dissociating water costs about what burning the gas returns, so there is no gain — and then says that “several inventors have investigated the physics of water dissociation and are able to break down water to Brown's gas using much less energy than physics predicts by using natural resonance frequencies of water dissociation”, naming Andrija Puharich and Meyer.
Appendix B, on Thomas Bearden's precursor engineering, goes further and is more careful about it. Describing a mechanism by which sharp-gradient pulses would make the OH bond “unhappen”, it says: “This is what might have been done by Stan Meyer, Dr. John Kanzius and other researchers, who used various pulsed electromagnetic energies to break apart water. They probably did this without an understanding of this potential mechanism.”
Appendix A cites three of the patents this archive holds: Electrical Pulse Generator, Gas Generator Voltage Control Circuit and Process & Apparatus For The Production Of Fuel Gas & The Enhanced Release Of Thermal Energy From Such Gas.
The archive takes no position on any of this. It is here because a third party's survey of the field put Meyer in it, in writing, to Congress.
In the forums, 2007 to 2010
Greer and The Orion Project run through the boards this archive preserves — seventy posts across the three of them, fifty-nine on Energetic Forum, eight on Energy Science Forum, three on IonizationX.
Two of those threads touch this document directly. In The Orion Project — Memorandum to President Barack Obama, February 2009, a member posts an earlier issue of the same memorandum eight months before the revision the archive holds. And in Precursor Engineering, January 2009, a member of Stan's own forum writes that he has received a PDF from The Orion Project — Bearden's “Precursor Engineering and the Falsification of Modern Physics”, which is Appendix B of the briefing. The appendix was circulating among Meyer's replicators before it was appended to anything.
The reception was not uniform. The same February thread carries the obvious question, asked plainly: if Greer really has working technology, why not open-source it and let people replicate the devices? Others were blunter later. The archive keeps both halves, as it keeps them everywhere else.
The file's own internal title is “Energy Briefing — No AERO Revision”. AERO was the Advanced Energy Research Organization, which Greer was speaking about publicly as early as August 2007, and which this revision takes out.
The estate, June 2009
The Meyer estate was sold over a three-day weekend in June 2009, and Greer is said to have been there with an Orion Project team, and to have photographed it. He has spoken about the visit in his films. The archive holds no copy of those films and no document of the sale: no listing, no catalogue, no contemporaneous account. Nothing in the fifteen years of forum threads preserved here mentions it at all.
What the archive does hold is the estate photograph packet — and the files carry their own dates. One hundred and eighty-eight of them were taken on 12, 13 and 14 June 2009: thirty-two on the Friday, one hundred and eight on the Saturday, forty-eight on the Sunday. They are the home heating unit and the EPG, the car, the water fuel cell, the rotary EPP, the VIC card and assembly, the gas management system, and twenty-two frames of loose documents. Home Heating & EPG 11, the photograph on this archive's front page, is one of them.
So the packet is the sale, photographed over that weekend, by somebody who was there and worked methodically through the house.
Who held the camera is not established. Every one of those one hundred and eighty-eight photographs is published here with no photographer's credit and no source recorded — which, on a site whose first rule is to say where a thing came from, is a gap worth naming rather than quietly filling. The dates corroborate the weekend. They do not name the man. Until something does — a frame from one of the films showing these objects from these angles, a statement, a receipt — the archive records the date and leaves the credit open.
