A circular to the Water Fuel Cell distributors, signed by Stan Meyer and dated by its own footer: WFC Document of Revision: 03/19/94. It is filed under a form number, WFC Employment Application Binder ET 10001-1, and every page carries the address of the Personnel and Education department — Dr Russell E. Fowler, 401 Rick Lane, Indianapolis.
Three names are on the letterhead. Meyer as Executive Chairman of Directors, Founder/Owner/Inventor. Charles C. Holbrook as Executive Director of Dealership Sales. Fowler as Executive Director of Personnel and Education, reachable after 7 p.m. on weekdays only — as is Holbrook, before 7 a.m. and after 7 p.m. Two of the three officers of the company kept office hours outside a working day.
The letter says the technology is nearly through pre-engineering and about to enter what it calls the vendor stage, and that the WFC Development Center will then be hiring. Most of it is the job specification. The part worth reading twice is the first item of Phase I: an applicant pays sixty-five dollars, non-refundable, to be considered.
The archive holds one other letter from this department — Fowler to the distributors, January 1997 — written nearly three years later. The verse in the company's mark is the one the Book of Job page is about.
The letter
Dear Faithful Distributors and/or Friends of WFC:
First, I want to take this opportunity to thank you for your support and prayers. The Water Fuel Cell technology continues to be validated in laboratories around the world. We are beginning to see more and more the fruits of our labor and the culmination of our dream. We are presently finishing the latter stages of pre-engineering which will establish our system's processing patents and permit us to go into the vendor stage. The vendor stage means that all research and development is being finalized and that system proposals are being initiated which will allow monies to come into Water Fuel Cell for the purpose of manufacturing retrofit units for WFC distribution.
As the vendor stage continues, money will also be available for the WFC Development Center. At this time, appropriate personnel will be needed. System and electronic engineers and technicians who love the Lord Jesus Christ and are sensitive to the purpose and basic philosophy of Water Fuel Cell will especially be in demand. As well as having experience, good communication skills, and an outstanding employment record, these persons will need the additional and/or diverse skills listed to fill the positions that will be available.
Multi-Media Specialist
- Working knowledge of the Macintosh computer and Desktop Publishing (Pagemaker, Macwrite, and Macdraw.)
- Skill in writing technical proposals.
- Skill in utilizing programs concerned with processing data from Macintosh to video tapes, video tape splicing, and presenting technical proposals in multi-facet manner.

Electronic Systems Engineers and/or Technical Electronic System Engineers
- Working knowledge of the Macintosh computer, Desktop Publishing, multi-media and various CAD drawing systems.
- Skill in project development from inception to the finished product.
- Skill in E-Prom computer logic technology and computer chips.
- Skill in all areas of quality control and system performance reliability. This includes test evaluation of systems and system design.
General Office Managers
- Skill in all areas of business management
- Specialized skills in accounting and office management.
Project Managers (Electronic Systems Engineers)
- Skill or ability to oversee technical electronic engineering projects from inception to completion.
Electronic Technical Technicians
- Skill in project assembly design and testing.
For those persons who are interested in applying for one of the positions listed, Phase I of the employment procedure includes the following:
- There is an initial employment processing fee of sixty-five dollars ($65.00) required of all WFC employment candidates. This assessment is to be paid at the time of submitting Phase I materials and will be used to cover employment analysis, office supplies, any mailing costs, and expenses related to WFC supervised standardized testing. A check or money order should be made payable to Water Fuel Cell (drawn on a US bank only.) Please understand that this assessment does not guarantee an automatic progression to Phases II and III of the employment process or guarantee employment with WFC. Reiterating, this fee is assessed to cover the projected costs associated with employment procedures and is a <u>non-refundable</u> fee.

Resume The resume should include personal information, educational background, employment history, employment interest in WFC, references, (please type) and an attached standard (2 X 3) wallet size photograph.

Project Portfolio The project portfolio should depict or outline various job or performance skills and levels of technical achievement.

Video Tape As an optional request, we would appreciate a video tape (VHS Format-NTSC) depicting any creative works, an historical account of any design work or projects, and situations involving self and family.
While we are requesting information and have established employment procedures beyond the ordinary, please understand that it is imperative that we have all of the data possible as well as the finances necessary to cover the cost of the materials, etc., needed to evaluate and select the right people to promote the philosophy and development of the Water Fuel Cell technology. We are asking that if you know of such persons, please have them send their Phase I materials to Dr. Russell E. Fowler, Executive Director of Personnel and Education, 401 Rick Lane, Indianapolis, Indiana, 46217.
In cases where an applicant's qualifications and/or expertise cannot be clearly established, WFC may also require such persons to take an appropriate competency test at the applicant's expense. The National Council of Examiners for Engineering and Surveying examination (NCEES) may be required for engineering and project manager candidates and the International Society for Certified Electronic Technicians examinations (ISCET) for technical candidates. Comparable examinations may be used as substitutes if first approved by WFC. Such testing will provide WFC with additional qualifying and competency data. Information concerning NCEES examinations can be acquired by writing to NCEES, 280 Seneca Creek Road, P.O. Box 1686, Clemson, SC, U.S.A., 29633-1686, or by telephone 1-803-654-6824. Data concerning ISCET examinations can be obtained by writing to ISCET, 2708 W. Berry Street, Fort Worth, TX, 76109, or by telephone, 1-817-921-9101. For engineering, project manager, and technician applicants who have already certified or professionalized their discipline status, a copy of their scores, certification, or license should be a part of the initial data sent to WFC. Other competency or like testing may also be required of applicants for WFC employment. An example of this is, all candidates progressing to Phase II of the employment process will be required to take the California Psychological Inventory. The CPI is a 462 item, self administered test that assesses personality, predicts future behavior, and will assist WFC in identifying potential for leadership, management, sales, and creativity.
For those persons who have recently (within the past six months) sent a resume to WFC, please submit the additional information and materials requested for Phase I employment candidates (employment processing fee, portfolio, video tape, etc. For those persons who have sent

resumes that are more than a year old, please update the information and re-submit it along with the additional employment requirements for Phase I candidates. Additional steps in the employment process for qualified candidates will include a formal application for employment and required standardized testing (Phase II) and interviews (Phase III). These persons will be notified by letter or by telephone. Please direct all future inquiries concerning personnel and education to Dr. Fowler (Russ), (1-317-787-5226) after 7:00 p.m. EST (Monday through Friday only.)
