The nine stages, which run to fifteen

Voltage Attenuation

Meyer's second law for the VIC: bring the voltage up in steps, a pulse train at sequencing amplitudes, and control gas by controlling voltage. He headed it "9 Stages to Voltage Attenuation" and kept going to fifteen, with two he never filled in. Each stage is in his words, with what the archive takes it to mean and where he explains it.

The heading says nine. The list numbers fifteen, two of them marked TBD in the copy the archive holds, and step 12 is the eleventh stage of Amp Restriction repeated word for word. It is given as he left it, gaps and all.

    Conventional Power Supply

    What it means
    It starts from an ordinary supply, anywhere from under a volt to mains rectified. Everything that follows is how a modest input becomes tens of kilovolts across the water without the current that usually comes with them.

    What it means
    Meyer left the second stage blank. Whoever transcribed the list believed it to be the gate frequency, the burst-and-gap pattern, and that fits the order; but it is a guess and is marked as one.

    Pulse Train concentrated or "Time-regulated" variable pulse voltage frequency allowing for higher voltage amplitude — in Meyer's words

    What it means
    The pulses are packed into bursts with the timing controlled. A choke charged by a burst of pulses reaches a higher voltage than a single pulse would give, so regulating the train in time is how the amplitude is raised without raising the input.

    What it means
    The same steel wire as in Amp Restriction, seen from the other side: with current held out by the wire's resistance, the voltage across the inductor can be allowed to climb.

    What it means
    Each pulse builds a magnetic field in the chokes and each gap lets it collapse. The collapse hands the pulse's voltage on, so the chokes reproduce the waveform at the cell while their inductance still resists current: the inductance coupling he names.

    What it means
    The voltage is raised only as far as the water gap will stand without breaking down. An arc is a current, and it would undo everything; the ceiling is the gap's own threshold.

    What it means
    Once the voltage is regulated, the gate is the next knob: varying the sequence of bursts changes the rate of gas without changing the voltage the water sees.

    What it means
    In the alternator-driven builds the pulse frequency comes from how fast the alternator turns, so varying its speed varies the frequency.

    The last of the nine: the height of the pulse going in is itself a control, within the limit that step 12 sets.

    What it means
    Two trains of opposite polarity, one to each side of the cell, repeated: the dual voltage stimulation his later memos draw as pulses of plus and minus applied together across the gap.

    What it means
    More pulses per second at each amplitude step, so the water gets more strokes at every rung of the staircase before the next.

    The eleventh stage of Amp Restriction, word for word. Once the circuit is compounding, the input amplitude is left where it is; the two lists meet here.

    What it means
    Gas on demand is a matter of the gate: the switch circuit numbered 58 opens and closes the bursts to give as much gas as the engine asks for at that moment.

    What it means
    The other way to meet demand: more or fewer electrode pairs in play, switched in sequence, with the voltage per pair unchanged. It is the ninth stage of Amp Restriction used as a throttle.
