Minimum voltage threshold (~2.5V example) below which no electron leakage occurs
For a given size apparatus, an example minimum voltage level (L-1 in FIG. 8) of 2.5 volts applied to the pair of plate exciters is insufficient to force electrons to leak from the negative plate exciter; gasses are still separated from water at this minimum level, but at a minimum rate.
